To the horror of the sleepy town of Sanibel, Florida, dozens of ordinary-looking shoes are found floating at the mercy of the tide off its shores. When they reach the beach, it is discovered that each hides a crudely severed human foot inside. Forced to cut short his vacation, Agent Pendergast reluctantly agrees to visit the crime scene, and despite his reluctance, he is quickly drawn into the incomprehensible mystery. With an ocean of possibilities ahead, no one is sure what could have happened or where the feet came from. And there is a question that desperately needs to be answered: are the victims still alive? Soon Pendergast realizes that he is facing a challenge even more complex and surprising than he could have imagined... and a powerful enemy with a sadistic plan.
