The figure could have been lower if controversial protocols had not been applied that prevented many residents from accessing hospitals and sentenced them to death in undignified conditions. During those terrible weeks, Alberto Reyero Zubiri -then the Minister of Social Policies and, therefore, the highest authority in the region's residences- was screaming for help and denouncing the dramatic consequences of these protocols.
