After the Second Carlist period, the possibility of the Basque Country becoming an independent state was thwarted, and there was a humiliated people silenced by the laws of war and Mozala. At the threshold of the definitive closure of a stage and the beginning of a new one, in 1893, a popular uprising broke out in Upper Navarre, when Germán Gamazo, Minister of Finance of the liberal party, tried to abolish the provincial regime of Navarre.
