In the City of Heaven, the evil King Lladregot I is dedicated to writing terrible laws with a raven quill. Laws that prohibit birthday parties, recreation or Sundays. He has even written a law banning hiccups. Lladregot is surprised not to have the warmth of the townspeople. Why must they not love him? Because they dream, one of his counselors tells him.
