London, 1899. Chief of the Special Police Department Thomas Pitt receives a call from Buckingham Palace. Queen Victoria knows that the last days of her reign are drawing near and that soon the Prince of Wales will inherit the throne. That is why he had commissioned his great friend and confidant John Halberd to investigate the Crown Prince's closest friends. Among them, the one that interested him most was Alan Kendrick, a wealthy gambling fan. But Halberd's body is found in a rowboat on the Serpentine, next to Kensington Gardens.
