This study investigates the conceptual contributions made by Spanish MPs in the course of the constitutional debate of 1931 by assuming, as a research approach, an interdisciplinary stance combining conceptual history, political theory, and parliamentary constitutional history. By doing so, it selects five determining issues: the pervasive discussion about two competing meanings of a democratic state; the rhetorical uses of reform and revolution; conceptual controversies about religious freedom; the disputed idea of property rights; and the functions of parliament and the president of the republic in a semi-presidential regime. The constitutional debate was largely inspired by interwar European constitutionalism which constituent representatives used to update the Spanish constitutional tradition.
Este estudio investiga las aportaciones conceptuales realizadas por los diputados españoles en el curso del debate constitucional de 1931 asumiendo, como enfoque de investigación, una postura interdisciplinar que combina la historia conceptual, la teoría política y la historia constitucional parlamentaria. Para ello, selecciona cinco cuestiones determinantes: la omnipresente discusión sobre dos significados contrapuestos de un Estado democrático; los usos retóricos de la reforma y la revolución; las controversias conceptuales sobre la libertad religiosa; la discutida idea de los derechos de propiedad; y las funciones del Parlamento y del Presidente de la República en un régimen semipresidencialista. El debate constitucional se inspiró en gran medida en el constitucionalismo europeo de entreguerras, que los representantes constituyentes utilizaron para actualizar la tradición constitucional española.
